After the Great Flood, the Anunnaki re-established their presence on Earth. This period saw the formation of the first post-diluvian cities and the institution of kingship.

The Institution of Kingship

The Sumerian King List records that "kingship descended from heaven again" after the flood, first at Kiš. The early post-diluvian kings had extraordinarily long reigns — which Sitchin interpreted as NÉRU-based measurements.

The Rise of Civilization

This period saw the gradual emergence of human civilization under Anunnaki guidance: - Agriculture and irrigation - Writing - Law and government - Astronomy and mathematics - Metallurgy and crafts
